Level III by OOJ Waiver

OOJ – Lateral Transfer for Vermont Level III Certification

Candidates that are out of jurisdiction (OOJ) may request Vermont certification by waiver.

This process requires the candidate to first be sponsored by an agency. An agency will apply for certification by waiver for the candidate. A police agency seeking to hire an individual who is certified as a law enforcement officer in another jurisdiction may apply for a certification transfer request, exempting the applicant from Basic Training. Upon successful completion of the process, the applicant receives Level III certification by waiver and a full scope of enforcement authority under Vermont law.

The process for approval requires a review packet that is submitted by an agency, a review by academy staff, and final review and approval by the waiver subcommittee. 

Below is a list of forms that you should complete to initiate the process for an OOJ.

When all documentation has been gathered. Submit in one packet to the Director of Administration and Compliance Lindsay Thivierge (lindsay.thivierge@vermont.gov).

After Academy review a waiver subcommittee meeting will be initiated for final review and determination.

At any point that you have made the hire you can submit the ENF form.
